The Waupaca Police Department, in compliance with Wis. Stats. 19.31 to 19.39, has established the following procedure for requesting access to police records.  The Department has designated the Chief of Police as the Legal Custodian of all police records.  The normal hours for requesting records are 7:30 am to 4:00 pm, Monday through Thursday and 7:30 am to 11:30am, Friday, except on legal holidays.

Requests for criminal arrest records will be referred to the Wisconsin Crime Information Bureau, or accessed at: https://recordcheck.doj.wi.gov/

Request for driving records and registration records will be referred to the Wisconsin Department of Transportation, or can be accessed by the following Internet site:  http://www.dot.state.wi.us/drivers/forms/mv2896.pdf

Accident Reports are available at www.crashdocs.org. All accident reports issued by the Waupaca Police Department will need to be retrieved from this website.

Requests for other records may be made orally or in writing.  The Waupaca Police Department will only accept request in person, over the phone or by regular mail; faxes and email requests will not be accepted.

Wisconsin Statutes and Court decisions have established the requirement of using a “Balancing Test” for consideration of release of records.  The test states that public interest favors public inspection unless the request for inspection would do more harm, then the request may be denied.

Fees are set by the Chief of Police in compliance with City Ordinance and Wisconsin State Statute as follows:

  • Incident reports: $2.00 plus $.25 per page
  • Accident reports: $4.00
  • Photos: $1.00 per photo (digital photos can be emailed at no charge)
  • CD\DVD: $4.00 per disk
